A Quality Assurance Program has been launched for the
Ministry of Finance (GOP) to effectively control and improve its
operational quality, performance, and Customer Satisfaction. The prime
focus of this program is to increase its customers’ satisfaction level,
raise its service quality, improve internal working efficiency, and give
the Ministry a strong local and global credibility. This Quality
Assurance Program has absolute and full support of the Minister of State
for Finance and the Finance Secretary along with the full commitment of
all the Additional Secretaries/ Sr Joint Secretaries leading various
Wings of the Ministry.
The Ministry of Finance’s deep sense of commitment for the achievement
of the Quality goals must be understood from top to the lowest level of
management and employees. For this reason, the top management has
established a Quality Assurance (QA) Wing which will be responsible for
coordinating with all the Wings. The QA Wing is being headed by a Joint
Secretary (Quality Assurance).
It should be clearly understood by all that quality planning, control
and improvement are interdisciplinary functions involving all aspects of
this Ministry’s operational components and are not the sole
responsibility of the Quality Assurance Wing. Ultimately, our quality
objectives can only be achieved by respective Wings and all individuals
performing their assigned duties in strict compliance with the standards
as outlined in their respective policies and procedures. The
measurement, control and improvement of quality, shall therefore be the
responsibility of every Wing. In this regard, all Additional Finance
Secretaries/ Sr. Joint Secretaries and officers under their command are
accountable for the quality of their Wings/ departments/ Sections. In
order to do that, they will assign the role of Departmental Quality
Assurance Coordinators (DQACs) in each Wing, who will work in close
liaison with and under the guidance of the Quality Assurance Wing to
achieve the quality policy, objectives and goals of Ministry of Finance.
All employees of the Ministry of Finance, both officers and staff, are
the source and hope for making this program successful. They should be
encouraged, supported, and respected by their seniors for taking part in
this Quality Assurance Program. All persons must be encouraged to
participate and contribute towards pointing out quality problems with an
aim to solve them through extensive root cause analysis. The information
and data in this regard must be used and shared with a positive
constructive attitude and dignity.
All officers and staff are directed to fully cooperate with the Quality
Assurance Wing and the Departmental QA Coordinators (DQACs). We are
confident that together we shall be able to raise the Quality of the
Ministry of Finance and make it a role model in the Government of
Pakistan.
